# U.S. Satellites Practice Combat Movement in Live-Fly

Previous classified planning games through the Apollo Insight series had established operational requirements for maneuver warfare, contested logistics, and satellite servicing. The exercise tested those concepts on orbit for the first time and examined how sustained movement consumes a spacecraft’s working life unless servicing arrangements keep pace.

Officials identified recent Chinese advances—close satellite approaches, orbital refueling, and logistics capabilities—as the reason the live-fly was pulled forward. Data from the week is intended to inform U.S. and allied doctrine for operations in a contested space environment.

### **Detailed Report**

### **1\. Space Command Flies Coordinated Maneuver Across Three Orbits with Partners**

U.S. Space Command conducted Apollo Maneuvers 2026 in the first week of September, flying existing military satellites across low Earth orbit, medium Earth orbit and geosynchronous Earth orbit. Low Earth orbit runs from a few hundred kilometres to about 2,000 kilometres, where many military and commercial satellites fly. Medium Earth orbit sits commonly around 20,000 kilometres and carries navigation constellations. Geosynchronous Earth orbit, at about 35,786 kilometres, is the high belt in which a satellite keeps station over one region of the Earth.

Satellites already on orbit carried out real engine burns while the Combined Space Operations Center at Vandenberg Space Force Base held operational command. Allied crews and commercial operators worked from that floor, including the Commercial Integration Cell, the desk that brings private satellite operators into the same picture. The public account does not identify which satellites maneuvered, how many burns were executed, or what measures of success were applied.

The command set three tasks: coordinated moves across the three belts; the refinement of maneuver-warfare methods for later operational plans; and the integration of Multinational Force–Operation Olympic Defender, which pools the military space forces of the United States, the United Kingdom, Australia, Canada, France, Germany and New Zealand. The coalition declared initial operating capability in April 2025.

The week also tested contested logistics — the problem of keeping satellites able to maneuver when an opponent can interfere with fuel, servicing or launch. A maneuver flown against a threat consumes propellant and therefore years of a spacecraft’s working life. The command is writing servicing requirements because that expenditure cannot be replaced without inspection, repair or refuelling on orbit. The data is intended to feed doctrine, operational plans and those servicing requirements.

Gen. Stephen Whiting, who commands Space Command and Olympic Defender, stated the operational problem in the command’s 8 September release from Colorado Springs:

*Operating from a static, predictable orbit leaves our assets fighting from an easily targeted, fixed position. To perform, survive, and gain advantage in the space domain, we need maneuverability and survivability in our capabilities.*

*Exercises such as Apollo Maneuvers allow us to demonstrate the requirements and capabilities needed to maneuver for advantage within the space domain. Executing coordinated activities across multiple orbits through live-fly elements enables us to reinforce the warfighting advantage of our partnerships by refining tactics, examining contested logistics, and developing satellite servicing requirements.*

### **2\. From Strategy to Flight: The Road to Apollo Maneuvers**

Whiting set out Apollo Maneuvers in January 2026 as a campaign to test concepts and expose what the force lacked. Modelling ran through the spring.

On 12 August at Redstone Arsenal in Alabama, during the Space and Missile Defense Symposium, he said the command would take existing satellites and work with partners to show what was required to maneuver for advantage, not only to change an orbital position. He said the side that can maneuver persistently and at scale will set the operational rhythm in orbit. The January unveiling had described a best-case full series around 2027\. The September flying pulled part of that campaign forward.

Olympic Defender had already flown live operations that stand outside this exercise. Between 4 and 12 September 2025 the U.S. geosynchronous patrol satellite USA 271 closed on the British military communications satellite SKYNET 5A and reported that it was operating as intended, the first coordinated United States–United Kingdom satellite maneuver under the coalition. The United States and France have twice flown close approaches; Whiting said the first, in late 2024, took place in the vicinity of a strategic competitor’s spacecraft. Canada led Operation Selene in early 2026, putting all seven nations’ sensors on a high-interest object. Whiting called that watch the coalition’s most focused combined space-domain-awareness operation to date and said the model would become standing work.

### **3\. Classified Commercial Wargames Set Requirements for the Live-Fly**

The classified commercial wargames are run under the name Apollo Insight: a 2026 series of tabletop exercises in which Space Command, allies and companies convert scenario work into requirements for campaigns such as Apollo Maneuvers. U.S. Space Command opened Apollo Insight on 23 March 2026 in Colorado Springs, the first of four classified wargames with commercial firms scheduled for the year. Facilitators gave the room a notional worst-case of weapons of mass destruction on orbit — Whiting later described it as a nuclear payload — and asked defense officials, allied officers and company teams what they could do to detect it, survive it and work around it. Sixty-two companies and 175 people attended, including six chief executives. Australia, Canada, New Zealand and the United Kingdom took part, with 17 United States government organisations including the Defense Threat Reduction Agency, the Department of Energy and NASA. Space Command called 2026 its Year of Integration. The series exists to turn those rooms into a requirements list, not a press event.

The second game, on 24 June in Colorado Springs, took maneuver warfare. Two hundred and twenty-five people attended from 91 companies, 37 of them new since March. Navy Commander Heather Thomas, the command’s commercial integration branch chief and the officer running the series, said interest had grown from the first sitting. Joseph Calibeo of Sierra Space, who was in the June room, said the game had given companies a demand signal and had validated investment in refueling, logistics and servicing.

The third game is set for 23 September and will take flying across a wider mix of orbits. A fourth, later in 2026, is slated against missile-warning satellites. The September live-fly was the first Apollo event executed on orbit rather than in a planning game.

### **4\. Chinese Space Innovations Drive U.S. Satellite Maneuvering Efforts**

Whiting told the 41st Space Symposium in April 2026 that China had demonstrated orbital refueling and logistics over the previous year.

*The necessity of maneuver in space has intensified over the past year, as we’ve watched China demonstrate their orbital refueling and logistics prowess.*

In 2022 Shijian-21 used a robotic arm to take hold of the dead Compass G2 navigation satellite and tow it to a disposal orbit. Shijian-25 launched in January 2025 to test fuel replenishment and life-extension, then closed on Shijian-21 from June. Observers reported a long close approach and what looked like docking and a later separation. That pairing is the logistics demonstration Whiting was citing.

In March 2025 General Michael A. Guetlein, Vice Chief of Space Operations, described five objects moving in and out around each other in synchronicity and in control. He called that dogfighting in space. A Space Force spokesperson said he was referring to Chinese flights in 2024: three Shiyan-24C experimental satellites and two Shijian-6 05A/B objects in low Earth orbit, seen on commercial sensors. The Center for Strategic and International Studies later put some of those approaches on the order of half a mile. China calls the series experimental. The United States treats it as practice for flying one satellite against another.

The United States had already put a watch on the Shijian pairing. A December 2025 reconstruction in the Washington Post described the patrol satellite USA 270 closing on Chinese spacecraft in geosynchronous orbit, a separate object from USA 271 used in the SKYNET 5A approach, and a pair of American watch satellites monitoring Shijian-25 and Shijian-21.

Sustained maneuver now sits on Space Command’s funding list for fiscal 2029–2033\. Apollo Maneuvers is an exercise against that item.

### **5\. The Doctrine of Space Superiority: Movement, Control, and Competitive Endurance**

General Chance Saltzman, Chief of Space Operations, wrote in the Space Force’s capstone manual of 3 April 2025 that space will be contested in conflict and that his service exists to fight in it.

*In conflict, space will be a contested environment. We are the military Service dedicated to fighting in it. We do not merely provide support functions—we also employ military force to achieve space superiority in order to ensure our freedom of maneuver.*

Superiority, in that manual, is enough control to operate at a time and place of one’s choosing without being stopped by an opponent’s satellites, or by the systems that can reach friendly satellites, while denying the opponent the same freedom. It can be limited to a function, a window of time and a patch of orbit. It does not have to mean control of the whole sky.

Orbital warfare in the same book is combat through fires, movement and maneuver — the shots, the flying, and the command of that flying. Competitive Endurance is the service’s name for how to fight that contest without wrecking the domain for everyone else: avoid surprise, make a first blow unattractive, and answer without leaving long-lived hazardous debris.

### **6\. Servicing Frameworks for Sustained Space Maneuvering**

Saltzman said in April that the Objective Force, the plan for the force the Space Force wants to field, calls for demonstrating on-orbit refueling and putting operational space tugs — vehicles designed to move or service other satellites — into service between 2025 and 2030\. Whiting said Apollo events would be coordinated with those Space Force logistics and refueling demonstrations in 2026 and 2027 without taking the trials’ own test points.

### **Conclusion**

Apollo Maneuvers 2026 moved the campaign from classified planning rooms onto existing satellites across three orbital belts, with Olympic Defender partners and commercial operators on the Vandenberg floor. The week supplied data for doctrine, operational plans and servicing rules; it did not, in the public account, identify the spacecraft, the burns or the measures of success. The next public waypoints are the 23 September Apollo Insight game, Space Force logistics and refueling demonstrations in 2026 and 2027, and the sustained-maneuver line in the fiscal 2029–2033 funding list.
